The Operations and Investments Department is primarily responsible for the following tasks:

In the area of operations:

  • It comprehensively provides passenger, bus, and freight transportation services for the Rector’s Office and the faculties (institutes);
  • it conducts regular checks on the completeness of data and the accuracy of primary records regarding vehicle transportation and proposes measures to address any identified deficiencies;
  • monthly evaluates the economic indicators of vehicle transportation and monitors compliance with the principles of cost-effectiveness in vehicle transportation; monthly evaluates and monitors drivers’ on-call duty and overtime hours;
  • ensures that repairs, regular technical inspections, emissions tests, and maintenance inspections of UCM vehicles are carried out; prepares agreements on the assignment and use of official vehicles and records of the handover and acceptance of official vehicles;
  • comprehensively manages the Rector’s Office’s energy management and related inspection services, as well as telecommunications services;
  • prepares documentation for the approval of leases and the drafting of lease agreements for real estate, non-residential premises, and movable property within the Rector’s Office and centrally funded units;
  • ensures the actual implementation of leases, the handover and takeover of premises, inspections and checks of leased property, contact with tenants, and similar matters;
  • manages UCM real estate;
  • provides routine maintenance and repairs at the Rector’s Office, security services, cleaning services, telecommunications services, and maintenance and repairs of buildings managed by UCM;
  • updates UCM’s land records based on extracts from the real estate cadastre;
  • compiles a plan for public procurement items and prepares procurement strategies for UCM;
  • prepares tender documents for the selection of suppliers of goods, services, and construction work for UCM;
  • ensures the protection of UCM’s facilities and property;
  • performs other related tasks and activities. II.

In the area of investments:

  • prepares analytical materials and documents to define UCM’s future development strategy, draft its key strategic documents, and monitor their implementation;
  • coordinates and supports the preparation of updates to UCM’s strategic documents;
  • monitors strategic materials from European Union and Slovak Republic authorities in the areas of higher education, science, and research;
  • monitors trends in higher education in Europe and OECD countries;
  • coordinates and prepares background materials for UCM’s annual reports;
  • proposes a strategy for optimizing material and technical development, the development of business activities at UCM, and UCM’s economic and financial policy;
  • ensures pre-project and project preparation for capital construction projects, renovations, and modernizations, as well as the implementation of approved projects;
  • performs technical supervision of construction work;
  • coordinates the activities of designers, contractors, subcontractors, and future users of the building;
  • arranges for construction repairs to be carried out by contractors;
  • prepares statistical reports on public works;
  • provides final evaluations, occupancy permits, and documentation for the classification of structures as fixed assets and their commissioning;
  • performs other related tasks and activities. I

In the area of public procurement:

  • compiles a plan of public procurement items and prepares procurement strategies for UCM;
  • prepares tender documents for the selection of suppliers of goods, services, and construction work for UCM;
  • manages the bid evaluation process and evaluates bidders’ proposals;
  • resolves bidders’ objections with the Public Procurement Office on behalf of UCM;
  • prepares public procurement reports detailing the methods used over the course of a calendar year for UCM;
  • handles audits related to public procurement;
  • performs other related tasks and activities.
