The Department for Legislation, GDPR, and Legal Advisory Services primarily handles the following responsibilities:
- in cooperation with specialized departments, it prepares drafts of internal regulations, as well as amendments and supplements thereto, in accordance with applicable generally binding legal norms;
- provides methodological guidance to ensure a uniform interpretation of internal regulations;
- provides methodological guidance on the implementation and application of generally binding legal norms to specific cases;
- prepares comments on draft generally binding legal regulations;
- prepares expert opinions on regulations submitted to the UCM Academic Senate (faculty and institute statutes, study regulations, etc.);
- maintains a registry of valid internal regulations; provides data on UCM’s internal regulations to the information system on the UCM website and the UCM intranet;
- collects receivables at the request of the UCM bursar and rector;
- handles legal disputes arising from the Rector’s Office’s jurisdiction;
- translates approved organizational changes into internal regulations;
- ensures compliance with and implementation of the GDPR;
- addresses personal data breaches, prevents risks, and submits proposals for process improvements;
- serves as the data protection officer responsible for carrying out activities related to personal data protection;
- provides information and guidance to employees who process personal data, regarding their obligations under the Personal Data Protection Act, specific regulations, or international treaties to which the Slovak Republic is bound, concerning the protection of personal data;
- monitors compliance with personal data protection requirements under generally applicable laws, specific regulations, or international treaties to which the Slovak Republic is bound, relating to the protection of personal data and with the rules of the controller or processor related to the protection of personal data, including the allocation of responsibilities; raising awareness and providing training for persons involved in processing operations and related personal data protection audits;
- provides advice upon request regarding the assessment of the impact on personal data protection and the monitoring of its implementation;
- records and evaluates contractual matters;
- ensures the publication of contracts in the Central Register of Contracts;
- maintains a record of persons authorized to access classified information at the university;
- in cooperation with the relevant departments, drafts, comments on, supplements, and revises draft contracts concluded at UCM and its faculties from a legal perspective;
- verifies, from a legal perspective, the validity of selected contracts drawn up by UCM units and submitted by those units to the rector for signature;
- performs other related tasks and activities.
